According to official data,57% of teaching posts of the sanctioned strength are laying vacant in these 12 state public universities in the twin cities. Macho Sudan Law University at Cuttack has 50 vacant posts against the sanctioned strength of 50 teachers. That means that it does not have a regular faculty member.
"Some of the universities have more than 50% vacant posts. Teacher pupil ratio is a major component in NAAC assessment. Teachers are also linked with research, guiding PhD scholars and publishing research articles. If we do not appoint teachers, we will lose points in the NAAC assessment," said Kumarbar Das, former BC of Fakir Mohan University, Balasore.

He said Utkal University, received an A grade recently."But it had received an A+ earlier. Similarly, Berhampur University has received a B grade against its earlier A grade, Das added.
With an acute shortage of teachers in universities in mind, the state government asked the state public universities in 2018 for recruitment. But it could not start due to a dispute. In June 2019, the higher education department asked universities to start the teacher recruitment process, but it stalled again due to reservation-related disputes.
Later in 2020, the state government brought an amendment to Odisha Universities Act and engaged Odisha Public Service Commission (OPSC) to appoint teachers for universities. It had recruited more than 200 teachers by May 2022.
On May 20 last year, the Supreme Court stayed the Odisha. Universities (Amendment) Act, 2020, which has been challenged on the ground that it violated UGC Regulations,2018, particularly in the matter of selection of vice-chancellors and faculty members.
