Versities required UGC nod.

    The University Grants Commission (UGC) notification inviting applications from higher education institutions for recognition to offer programmes under open and distance learning courses (ODL) from 2023-2024 academic session has left many universities in Odisha confused on whether or not to apply for it.

   The online portal for submitting applications will remain open from March 15 to 31.The UGC will scrutinize the applications with respect to the standards stipulated in the UGC(Open and Distance Learning Programmes and Online programmes) Regulations,2020,and its amendments.

  In Odisha,Utkal University, Bhubaneswar and Odisha State Open University (OSOU), Sambalpur have this recognition.These universities may apply for recognition to add more ODL or online courses.But other universities are in two minds.

   A vice-chancellor of a state public university said only Berhampur University has a valid National Assessment and Accreditation Council (NAAC) grade,but that of other state public universities has lapsed.These universities have applied for the grade and the assessment is under way,he said.

   According to the UGC regulations,any higher educational institution can apply to offer programmes through online mode but it must be in existence for at least three years,have valid NAAC grade with minimum score of 3.01 on a 4 point scale or must be in the top-100 in university category in the National Institutional Ranking Framework (NIRF) for at least once in the last two preceding cycles.

      Barring Utkal University, which is ranked 88th in the university category under NIRF ranking,others may not get the recognition to run ODL courses.Ravenshaw University and Sambalpur University have NAAC scores of 3.13 and 3.15, respectively,but that has expired recently."Nobody knows whether they can apply or not", said another vice-chancellor of a state public university, requesting anonymity.

   Asoka Kumar Das, vice-chairperson of Odisha state higher education council (OSHEC),said the UGC allows Utkal University and OSOU to run ODL course."We need to check whether the UGC has given any relaxation for running ODL courses,"Das said.
