In the state Budget 2023-24, the Government of Indiana has allocated ₹30,030 c crore for the education sector to provide quality education in the state. Most notably, this is about 12.3% of the total budget outlay for the financial year. The state has allocated ₹22,528 c store for the school and mass education department and ₹3.173 crores for the higher education department. Similarly,₹986 crores have been allocated for skill development and technical education, 22% higher than the previous year's provision.
The state capital stands out when it comes to offering quality education. One of the first planned cities of the country along with Chandigarh and now a Smart City too with a cosmopolitan culture Bhubaneswar has emerged as an education hub in eastern India. National Institutes like IIT, AIIMS, NISER, NIFT and several private universities in the city attracts students from across India.
Bhubaneswar is dotted with numerous educational institutes of prominence. There are eight universities in the city, which offer a wide range of courses in general, professional, and technical streams. The pedigree of a solid reputation of Utkal University, Central University of Odisha. IIT Bhubaneswar, IIM Sambalpur, XIMB Bhubaneswar, NIT Rourkela, IIIT Bhubaneswar, AIIMS Bhubaneswar, Central Institute of Plastics Engineering and Technology (CIPET) Bhubaneswar, National Research Centre for Water Technology (NRCWT ) Bhubaneswar, National Institute of Science, Education & Research (NISER) Bhubaneswar, Institute of Minerals and Materials Technology (IMMT) Bhubaneswar, Central Institute of Freshwater Aquaculture(CIFA) Bhubaneswar are the pillar of education of the state. Significantly, IIT Bhubaneswar occupies 18th place in the National Institute Ranking Framework.

In addition to the prestigious central institutes and the premier state universities like Utkal University, and OUAT, many private universities and institutes like Shisha O Anusandhan Deemed to be University, KIIT Deemed to be University, Xavier University Bhubaneswar, Birla Global University, Sri Sri University to offer students research opportunities with superior facilities and infrastructure.

Many of these leading universities have established collaborations with institutions of excellence and foreign universities to offer state-of-the-art programmes in various disciplines. The National Institute of MSME, Gol has collaborated with ASBM University to offer the first-of-its-kind MBA in MSME Management where students will spend a year in ASBM(at Bhubaneswar ) and the other year in Ni-MSME( Hyderabad).

Apart from this, Smart City Bhubaneswar has been ranked fourth among the top 10 liveable Capital cities in the country, according to the Ease of Living Index Report 2020, released by the New Delhi-based Center for Science and Environment(CSE), while Bhubaneswar scored 59.85 points in Ease of Living Index, Bengaluru, Chennai, and Shimla got 66.7,62.61 and 60.90, respectively Mumbai fetched 58.23 points with Delhi getting 57.56.
Four parameters - the quality of life, economic ability, sustainability and perception of citizens - were used to determine the score on the Ease of Living Index.
